现代奥林匹克运动会在法国教育家顾拜旦的倡议下于1896年首次在希腊首都举行。当时只包括夏季运动项目的比赛。28年后，随着体育运动的发展，冬季运动项目开始普及，特别是欧洲和北美，冬季体育运动十分活跃。经人们倡议，于1924年在法国夏蒙尼召开了第一届冬季奥运会。现在冬季奥运会已发展到六项比赛，包括滑雪（速度滑雪、跳台滑雪、回转急降）、花样滑冰、冰球、速度滑冰、现代冬季两项（滑雪和射击）和雪撬（无舵雪撬、有舵雪撬）。早些时候，还有过班迪和回轮雪车等比赛。
1980年2月，在美国普拉德湖举行了第13届冬季奥运会，中国体育代表团第一次派队参加。为此，中国邮电部于1980年2月13日发行了这套纪念邮票。

The 1980 Winter Games, held in Lake Placid, New York, the United States, were filled with impressive performances.
China made its debut at the Lake Placid Winter Olympic Games, sending 28 athletes to compete in speed skating, figure skating, cross-country skiing, alpine skiing and biathlon. Wang Guizhen finished 18th in the alpine skiing women's slalom, featuring China's best results at the Games.
